Symptom
FMs of Nexus9500 in ACI mode may become unrecoverable-error status after changing Diag Level of FM to full and reboot

Workaround
this situation is recoverable by following step
1. revert Diag Level of FM from "Full Tests" to "Recommended Tests"
2. erase config of Nexus9500 by "setup-clean-config.sh" and reboot
just erase config and reboot Nexus9500 recover this but if it is rebooted again the issue may happen again
