Router crash triggered by adding FNF configuration.

Trigger conditions:
The CLI change is very quick or repeat the same FNF configuration in a short time.
NOT easy to hit.
console or log may show:
System returned to ROM by Critical process fman_fp_image fault on fp_0_0 (rc=139)
System image file is "bootflash:isr4300-universalk9.16.03.08.SPA.bin"
Last reload reason: Critical process fman_fp_image fault on fp_0_0 (rc=139)
provide TAC the core file *fman_fp_image*.core.gz for confirmation
