Symptom
Cat9500-40X or CAT9407R stackwise virtual pair running 16.10.1 or 16.9.3 may experience a split and the following messages are seen

%STACKMGR-6-STACK_LINK_CHANGE: Switch 1 R0/0: stack_mgr: Stack port 1 on Switch 1 is down
