Symptom

For a 2r3c policer in "4th gen dense qsfp28 based ethernet LCs" to achieve the configured rate, we need to set a min differrence between PIR/CIR or PBS/CBS at higher packet sizes > 1kb.

Conditions

When difference between PIr and cir for 2r3c policer is < 1 mbps

Workaround

Have pir 1mbps greater than cir for a 2r3c policer.
