Symptom
cedges devices running 17.3.2 ISR4331, ASR1001-X and C1117-4p crash everytime a template with policy is remove or modify
controllers version is 20.3.2,
this was noticed since they upgrade devices to 17.3.2

after upgrade to 17.3.2 customer started to see many crashes, noticed is related to the policy changes
