Symptom
The following alarm appears in ISR4331 running 16.12.03 when using DC power supply
%IOSXE_RP_ALARM-2-PEM: ASSERT CRITICAL Power Supply Module 0 Power Supply Failure
Additionally the state of the power module will be reported as "fail, badcookie" in "show platform" command
