Symptom
Seeing issue on CG418-E||CG522-E cellular gateway running 17.6.2 around mtu and fragmented packets
1. Pinging with packets larger than cellular mtu are correctly fragmented and ping works on cellular module (NIM-LTE-EA) but when running same test with cEdge connected to cellular gatway pings fail (see attached wiresharks)
2. NTP from cell gateway to cell gateway is not syncing due to high delay (not seen on connected cEdge over the cell gateway but seen when cell gateway initiates the ntp request).
3. Possibly due to the NTP issue, CSR generation on vManage fails which is required to send hardware wan edge enterprise certificate.
4. Due to hardware wan edge enterprise certificate not being installed, template push from vManage to cg418-e is failing with "Device failed to process request. Error type : application Error tag : access-denied" response.
