Symptom
* CUBE (on 4431/51) for Direct routing with MS and was on IOS 17.08.01a on ISR 4451, with no issues.
* Upgraded 4451/31 to 17.09.01a, we started noticing ?%SIP-5-DIALPEER_STATUS? marked as ?Busied Out? and then ?UP? within a fraction of seconds and raising SNMP alerts constantly for their dail-peers as followed.
* When they revert back IOS to 17.08.01a, they have no alerts on ?%SIP-5-DIALPEER_STATUS? marked as ?Busied Out? and then ?UP?.

Conditions
* Only noticed, after upgrading the router to 17.09.01a, if you revert back to 17.08.01a, no issues noticed.
Workaround
Revert back from 17.09.1 to 17.08.01a
Further Problem Description
Apparently this is causing false alerts by raising SNMP alerts, but the dial-peers seems to be working with no issues.
