Symptom
QDD-400G-FR4 does not come up between ciena device.
Conditions
- Using N9K-C9316D-GX w/QDD-400G-FR4.
- When they connect to Ciena 6500 D2, but doesn't come up.
Further Problem Description
- N9K and Junpier devices is OK.
- Juniper devices is OK too.
- N9K and Ciena 6500 D2 is NG.
