The following article provides information about an issue where a Dell Latitude 5491 and 5591 notebook battery is discharging. This happens when they are reconnected to a WD19/WD19S series dock while the system is still in the sleep state.
Latitude 5491 and 5591 battery continues to discharge when connected to a WD19/WD19S series dock in sleep mode
There have been reports that the battery on the Latitude 5491 and 5591 notebooks will continue to discharge. This occurs when you reconnect it to a WD19/WD19S series dock while the notebook is still in a sleep state.
Note: There are three types of WD19/WD19S series docks available and this issue is seen across all three:
Dell WD19/WD19S Docking StationDell WD19DC/WD19DCS Performance Docking StationDell WD19TB/WD19TBS Thunderbolt Docking Station
This issue has only been seen if you follow these steps:
Boot into the Operating System (OS) while connected to the WD19/WD19S series dock
The system goes into the sleep state while connected to the WD19/WD19S series dock
You remove the system from the WD19/WD19S series dock
You connect the system back to the WD19/WD19S series dock
(The system will wake from sleep mode)
The system will report that the battery is continuing to discharge
If this issue occurs, you can quickly resolve it by disconnecting and then re-plugging the cable from the WD19/WD19S series dock to the system.

Updating the latest BIOS version on the computer will resolve the issue. To download and install the latest BIOS:
Warning: Dell recommends disconnecting any external devices like external hard disk drives, printers, scanners before updating the BIOS.
Warning: Dell laptops must have the battery installed and charged to at least 10% before you begin the BIOS update. Dell recommends connecting the laptop to AC power before proceeding with the update process.

Browse to the Dell Drivers and Downloads page:
Latitude 5491 Downloads and Drivers Page.
Latitude 5591 Downloads and Drivers Page.
Select the Operating System.
Under Category, select BIOS.
Locate the latest Dell Precision 3530 and Latitude 5491/5591 System BIOS. (Version 1.13.1 or newer.)
Click Download and save the file to your computer.
Open File Explorer and browse to the location where the downloaded file is saved.
Double-click the BIOS setup file and follow the on-screen instructions to complete the installation process.
The system will reboot as part of the installation process.
