Fixed an issue where the dataplane restarted repeatedly after a reboot due to an internal path monitoring failures until a power cycle.
DP might go down after a reboot or an upgrade.
The MP to CP ports do not come up after a bios upgrade or reboot.
Hard reboot the device.
