Fixed an issue third-party VPNC IPSec clients were disconnected after a few seconds for firewalls in active/active HA configurations.
VPN failure
- On AA setup, one peer HA doesn't handle the traffic. - the timestamp of the latest traffic doesn't update on that peer. It caused VPN failure
