Fixed an issue third-party VPNC IPSec clients were disconnected after a few seconds for firewalls in active/active HA configurations.

- On AA setup, one peer HA doesn't handle the traffic.- the timestamp of the latest traffic doesn't update on that peer.It caused VPN failure
