Symptoms
Smarts domain doesn't startError in domain log file: "System Error: 10061 "WinSock: Connection refused"
Cause
The port that the license manager starts on, 1744 by default, is already being used by some other process so the license manager cannot reserve it. The license manager will still startup but will not be able to communicate over port 1744 and, therefore, the domain will not be able to access it.
Resolution
Stop whatever process is running on port 1744 on this host.
Determine what process is using this port. Run netstat command from a command prompt: netstat -abonFind the entry with 1744 in it and note the PID.Find the PID in Task Manager and stop it.
