Resmoke args computed from Evergreen config incorrect when 'test_flags' is absent

In the ciconfig.evergreen Python module, the method combined_resmoke_args of the VariantTask class does not handle the case where the variant does not have a test_flags attribute and returns an incorrect value (containing the string 'None').
