Symptom
Blackholing traffic when all OTV adjacency to remote site are down (UP only ADJ to local site), device still AED active and had routes to remote site over down adjancency
Conditions
This happen in in high rate of flaps of OTV/OSPF/ISIS and Overlay interface
Workaround
shut down Overlay interface to become non-AED
