After loading the 17.3.3/4 image, the system automatically upgrades primary rommon, and in the following IOS boot, if the user upgrades the golden rommon using IOS CLI "upgrade rom-monitor capsule golden active r0" , causing the golden rommon upgrade, which progresses up to 16% and reloads the setup. Then the setup retries the golden rommon upgrade 3 to 4 times, and in case of failure, it boots into golden rommon as fall back option. When issue further investigated that the issue happens on some setups, where the CPLD/FPGA version is older than 0x190329. the BIOS Protection and extended boot timer functionality in FPGA is supported from version 0x190329. For any reason, if the timer is not extended the setup reboots the setup within one/two minutes approximately. that is why the setup reboots while capsule upgrade in progress (16/17%).
